Town Lake is a man made lake in the Salt River bed. That had been dried out from the water being diverted to two main canals at the Granite Reef Diversion Dam. The Arizona Canal serves the north side of the project; the South Canal serves the south side. From the two main canals, water is diverted to secondary canals, then to laterals through which the water is delivered to farms and cities.
The buildings are the beginning phase of the Hayden Ferry Lakeside retail, office, and condominiums project.
Just on the other side of the buildings is "A" Mountain for ASU and the old Hayden Flour Mill 1874-1966.
Walking around Old Town Scottsdale, don't be surprised if you run into this guy.
